Currently, Google Translate has been developed to convert up to one paragraph of around 500 characters from Dutch to Norwegian translation and vice versa. Although this translation is not 100% accurate, you can pretty much understand what it is trying to say. In fact, you can change a few words around or omit portions of words and still get the general idea of what is being said! It is believed that the Google team is working on ways for Google Translate (and any comparable software) to become more accurate and reliable over time.

We use a machine translation system that Google, Microsoft or IBM came up with, using machine learning and AI techniques (such as deep learning, neural net emerging). The machine translation systems use the input text in Dutch (that you have typed) - and this is sent to the cloud, where it is analysed using deep learning neural net systems. The neural nets return what they think is an accurate translation for that text in Norwegian.
